Mission Statement
Our mission is to work local biomass energy into our lives responsibly.
Organizational Goal
Pennsylvania will lead the nation in establishing decentralized,
sustainable biomass heat and power systems for economic and community development.
Programmatic Goal
Pennsylvania Fuels for Schools & Beyond Working Group will
support the evaluation and implementation of biomass energy projects through education, technical
guidance, and assistance with securing funding.
Education/Outreach Committee Goal
The PA Fuels for Schools & Beyond Education and Outreach Subcommittee will educate and inform 10,000
end-users, elected officials, and the public within PA on renewable resources with respect to biomass
heating opportunities by October 2009.
Technical Committee Goal
The PA Fuels for Schools & Beyond Technical Subcommittee will provide educational materials and
assist 500 end-users and the public within PA by October 2009 in understanding that biomass energy
systems are technically sound and feasible.
Finance Committee Goal
Work collaboratively with partners to secure $1.5 million funding for the PA FFS&B program, and
assist with securing funding for the evaluation and installation of 50 biomass heating systems by October
2009.

January 1, 2008
- Two news releases developed and distributed to media sources (Education/Outreach Committee)
- Perform literature search and review pre-existing templates/spreadsheets to identify key elements of a PA FFS&B Biomass Economic Feasibility Working Spreadsheet (Technical Committee)
- Draft one case study to be presented to the EOC for template appearance, layout, content and approval (Technical Committee)
- Assign individual members of the Technical Committee staff a specific topic (e.g. air emissions) to research and draft facts to be included in final white paper (Technical Committee)
- Define key elements to be included in biomass pre-feasibility assessment document (proposed elements: simple narrative, simple economic worksheet, and simple flow chart identifying next steps if project is feasible) (Technical Committee)
January 2008
- Approach the Appalachian Regional Commission (ARC) about funding opportunities for the PA Fuels for Schools & Beyond Program (Finance Committee)
- Approach PA Dept. of Agriculture to pursue assistance from Economic Development Specialists to assist end-users with developing project and financing proposals (Finance Committee)
Starting January 2008
- Conduct 8-10 public meetings across the Commonwealth, completing by May 2009 (Education/Outreach Committee)
- Conduct 2 workshops annually (4 workshops total) within the Commonwealth, completing by May 2009 (Education/Outreach Committee)
February 2008
- Tour of existing facility utilizing biomass heating systems (Education/Outreach Committee)
March 1, 2008
- Present draft Biomass Economic Feasibility Working Spreadsheet to the Education & Outreach Committee (EOC) for edit and approval (Technical Committee)
- Complete four (4) case study drafts using the EOC approved template for 2 schools, 1-industrial, and 1-hospital (Technical Committee)
- Draft the following resource reference lists (Technical Committee):
- Biomass Combustor Manufacturer/distributor
- Energy Service Providers
- Environmental Permit Consultants
- Collect Technical Committee assignments and begin to compose draft white paper (Technical Committee)

- Prepare proposal for the PA Fuels for Schools & Beyond Program for funding the program as well as seed funding for the installation of biomass heating systems (Finance Committee)

- Provide direct assistance as a committee or with partners in acquiring funds for programmatic needs within the Pennsylvania Fuels for Schools & Beyond Program by October 2009 (Finance Committee)
- Provide direct assistance as a committee or with partners in acquiring funds for end-users to install biomass heating systems by October 2009 (Finance Committee)
- Prepare grant proposals for funding aspects of the PA Fuels for Schools & Beyond Program as needs arise by October 2009 (Finance Committee)
